Starting a regional seed library - seeking advice

I'm working with our local library to establish a seed lending program. The idea is that people can "check out" seeds, grow them, save seeds from their harvest, and return seeds to the library. Questions for those who've done this: 1. How do you maintain seed quality/viability? 2. What's your system for tracking varieties? 3. How do you handle education for new seed savers? 4. Any liability concerns we should be aware of? We're in a high desert climate (Santa Fe area) so interested in drought-adapted varieties especially.

I've been exploring Kate Raworth's Doughnut Economics framework and thinking about how it could apply at the bioregional scale. The idea of defining social foundations (what everyone needs) and ecological ceilings (what the land can sustain) seems really aligned with bioregional thinking.
